What I think is most against it being Lucy or Clover or both is that in order to be included as an accomplice you have to aid knowingly, and as Undyne mentioned, it's difficult to believe they would both participate in a plan that could get Lucy killed. It would be hard to argue that she was involved accidentally, as well, since she would have known to avoid the kitchen until the explosion occurred.
